Short seller Fuzzy Panda said Friday it is short Red Cat Holdings (RCAT), citing misleading claims by the drone maker.&nbsp;<a href="http://stocktwits.com/symbol/RCAT">Red Cat’s stock</a> fell as much as 5% at market open. On Stocktwits, retail sentiment around the stock remained in ‘bullish’ territory even as chatter dipped to ‘normal’ from ‘high’ levels over the past day.Fuzzy Panda&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://fuzzypandaresearch.com/rcat-army-contract-smaller-than-claimed/">alleged</a> that Red Cat overstated the size of a key Army contract by roughly 60% and misrepresented its new FANG drone as a market-ready product. Images reportedly show FANG built with Chinese components and parts sourced from an older drone. The firm also noted that RCAT drones have been listed in NATO’s catalogue for nearly two years without generating significant sales.The short seller said the U.S. Army confirmed that Red Cat’s Low Rate Initial Production(LRIP) contract is worth $12.9 million, far below CEO Jeffery Thompson’s claim of $55 million. During the company’s August earnings call, Red Cat had promoted the contract as enough to hit the low end of its FY 2025 guidance of between $80 and $120 million. Fuzzy Panda called the guidance unrealistic, noting the company’s total revenue to date is $4.9 million.The short seller’s concerns extend to Red Cat’s new FANG drone. Shares of Red Cat Holdings (RCAT) plunged as much as 14% in morning trade after short seller FuzzyPanda accused the company of engaging in paid stock promotions, adding "that the best time to short a paid stock promotion is when it finally has to deliver results."&nbsp;FuzzyPanda&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://fuzzypandaresearch.com/red-cat-army-drones-engineers-flee-stock-promote/">alleged</a> that Red Cat, which went public through a reverse merger, has participated in paid stock promotions and that CEO Jeff Thompson “prematurely” announced in November that the company had secured the Army’s Short Range Reconnaissance Tranche 2 (SSR T2) program.“Then Red Cat did what every great American Manufacturer does to celebrate … it issued toxic death spiral convertible notes,” the report said, adding that this led to key senior engineers cashing out and quitting the company.&nbsp;On Stocktwits, retail sentiment around the drone maker was in ‘extremely bullish’ territory, up from ‘neutral’ a day ago. Chatter also increased to ‘high’ from ‘low’ levels over the past day.&nbsp;FuzzyPanda claimed that the Low-Rate Initial Production (LRIP) starter contract announced on Thursday covered&nbsp;only&nbsp;690 drone systems—about 46% fewer than the company had projected to investors in February.&nbsp;“Jeff also keeps telling investors the Army revenue is guaranteed and that the entire Army SRR T2 budget will go to Red Cat. But Jeff is obscuring that the Army is not monogamous. The Army SRR T2 program is actually NOT sole sourced," the report said. FuzzyPanda claimed its research found that Skydio, Red Cat’s main competitor, delivered “hundreds” of SRR T2 drones to the Army in May, leaving less than $10 million in the Army’s budget for Q3 2025.&nbsp;The short seller said Pentagon officials indicated Red Cat’s LRIP award is only an initial step, with full-rate production contingent on whether or not the company can prove itself. He blamed U.S. bureaucracy for that and said it "is about to change," as per TheFly.&nbsp;Duffy announced the proposed rule – ‘Beyond Visual Line of Sight Operations’ – stating, “The approval of drone use will be done in a very different way, allowing innovators to change the way industry uses drones.Shares of drone companies such as Red Cat Holdings (RCAT), Ageagle Aerial Systems (UAVS), Unusual Machines (UMAC), and Draganfly (DPRO) jumped after the news.&nbsp;<a href="http://stocktwits.com/symbol/UMAC">Unusual Machines’ stock</a> led the pack, rising more than 11% in midday trade.&nbsp;<a href="http://stocktwits.com/symbol/RCAT">Red Cat’s stock</a> jumped more than 8%, while&nbsp;<a href="http://stocktwits.com/symbol/UAVS">Ageagle’s stock</a> gained as much as 5%.&nbsp;On Stocktwits, retail sentiment around Unusual Machines and Red Cat moved higher but remained in ‘bearish’ territory.&nbsp;Duffy explained that previously, operators would have had to get individual waivers or exemptions to use their drones without a visual line of sight. These were approved on a case-by-case basis, and the process was cumbersome. The new proposed rule would eliminate these requirements for BVLOS operations and expand the use cases for drone technologies, Duffy said.&nbsp;He pointed to DoorDash (DASH) and Amazon (AMZN) deliveries as use cases already being implemented in certain areas, while addressing questions about how this new rule would impact the common man.
