Each time you fill up your fuel tank, India's state-owned oil companies are losing money on the transaction. So far, it has helped the economy. However, Fitch Ratings today hinted that this arrangement could potentially become financially dangerous. Retail petrol and diesel prices in India have been frozen since April 2022, nearly four years, even as Brent crude has crossed $108 per barrel and is hovering well above Fitch's own "adverse scenario" threshold of $100/barrel. State-run oil marketing companies, such as IOC, BPCL, and HPCL, are currently losing approximately ₹18 per litre on petrol and ₹35 per litre on diesel, according to market estimates. Union Petroleum Minister Hardeep Singh Puri publicly acknowledged in March 2026 that OMCs were losing around ₹24 a litre on petrol and ₹30 a litre on diesel. In LPG, the total industry under-recovery in FY25 alone was estimated at ₹40,500 crore. Fitch stated that the core issue was not crude price volatility, but the duration. A brief spike can be absorbed, but a sustained period of high crude with frozen pump prices could destroy EBITDA, drain working capital, and shrink free cash flow in a way that damages credit profiles over time.

As far as LPG is concerned, although the government of India is assuring the availability of stock for more than two and a half months, people are in a baffled state to feel under the weather, having observed the measures adopted by the government, such as raising the prices of both commercial by Rs 196 and domestic cylinders by Rs 60, reducing the weight of the cylinders to 10 kg, booking period restrictions, etc. There are 332 million LPG connections in India, and the total import bill to meet this requirement reached $26.

LPG price, booking rules may change from May 1, key updates for consumers

The West Asia conflict that escalated in late February has triggered turbulence in global energy markets, with its impact now reaching Indian households through rising LPG costs. As May approaches, further revisions in cylinder prices and changes in booking and delivery rules are expected, adding to a series of measures already introduced since the crisis began. Oil marketing companies have already increased the price of the 14.2 kg domestic LPG cylinder by Rs 60 across the country. Commercial 19-kg cylinders have seen three price hikes within a month. In April 2026, prices were raised by Rs 196 to Rs 218 in metro cities, following earlier increases of Rs 114.5 on March 7 and Rs 28 to Rs 31 on March 1. Another price revision is widely anticipated from May 1, with Indian Oil, BPCL, and HPCL reportedly reviewing additional delivery and booking norms. Tighter Booking Norms and Delivery Checks The Ministry of Petroleum and Natural Gas has revised the LPG booking framework, extending the gap between bookings from 21 to 25 days in urban areas and from 21 to 45 days in rural areas.
